The article characterizes problems of the development of equal opportunities in high education. Reviews disadvantages characterized for the current model of financing of the high education of Georgia which, in some cases, creates drawback barriers for the development of the equal opportunities and accesses to the high education. Analyses the tendencies formed in the development of the public and private sectors of education in Georgia. The issues of the necessity to the crossing -over to the new model of the financing of the high education is raised. Positive and negative sides of the existing model of the funding of high education is given. The models of the funding of the high education in different countries of the world are characterized. The proposals for the development of the alternative sources of the financing are suggested, which help forward of the development the equal opportunities and the access to the public and private high education. In the aim for the further improvement the measures for the redistribution of burden of the cost of education, the improvement the access to the education of the unsecured part of population and creation of the competitive environment are grounded.

Cryptocurrency belongs to the category of digital money, the distribution of which is associated with computers integrated into a single system, and their special software, which issues this type of currency through a cryptographic mathematical „algorithm“. It does not depend on central regulatory authorities.

The rate of distribution of cryptocurrencies today is overwhelming. The capitalization of cryptocurrencies (that is, the number of issued units of cryptocurrencies multiplied by the market value) in October 2016 more than doubled compared to 2015 and reached $10.6 billion, and in 2019 reached $19 billion.

In this article, we will look at the peculiarities of accounting for cryptocurrency in accordance with the recommendations for accounting for cryptocurrency presented by the Financial Reporting Interpretations Committee in 2019.

The modern stage of scientific and technical progress, the globalization of production and consumption processes, has led to the development of relationship of marketing, which means establishing not one-time but permanent mutually beneficial relationships with the customer or the transition from mass to individualized, based on the dialogue with the customer marketing.

In order for a service company to achieve stronger relationships with the customer and better meet its needs, it is necessary to use one of the following three approaches: 1. Bring additional financial benefits to the customer’s relationship; 2. Bring additional social benefits with addition to financial; 3. Involvement of structural connections with financial and social benefits.

In the context of the relationship marketing concept, in order to further develop the customer service, it is important to properly use the methods of service process formation and analysis. Receiving benefits in the field of services and meeting the needs of the customers themselves mainly takes place in the process of providing services in the two-way relationship between the buyer and the seller. Therefore, in order to identify the consumer „benefit cart“, the following are used: 1. Diagrammatic design method; 2. Method of concept of „point of contact“; 3. „Consumer Protocol“ method.

Much has been written in the economic literature about relationship of marketing, but so far there is no clear and general algorithm for how to build long-term relationships with customers.

Crisis as an Opportunity for Georgia’s Development

The present article discusses the impact of the Coronavirus/COVID-19 crisis on the global development, and challenges and opportunities which can be translated into a second chance for government to accelerate development, if they take advantage of new opportunities or bring fresh attention to previously neglected issues. The above topics are analyzed on the example of Georgia.

The article shows the main effects of the outbreak. The study identifies several unique opportunities offered by the post-crisis era to the Government, such as:

• Fast Changing Geography – Following the crisis, there will be fundamental changes to how people across the globe interact and trade.
• Modernized Trade & supply chains – The COVID-19 pandemic exposed several gaps in the supply and demand chains.
• New Market opportunities – The country needs to do more to bolster trade with its existing partners and move into new markets.
• Innovative approaches – The near global lockdown in response to COVID-19 has stimulated sectors to embrace technology and innovation at an unprecedented level.
• Importance of resilient international cooperation – International assistance will be equally important in the crises and post-crisis period.

Algorithms, Access to Personal Data and its Challanges

Artificial intelligence has in particular changed certain processes. Decisions, which impact both the organization and individuals, can be made by algorithms, including for example granting credit, recommending medical treatment, accessing a service. The implementation of AI-involves new complexity and therefore generates new needs for control and mastery. There is a wide variety of algorithms used for machine learning. They can be grouped into several distinct categories. Algorithms offer many possibilities, but remain simple sets of instructions. They are created by humans, and therefore can have flaws. According to the recommendations of the CNIL1, the principle of loyalty must be applied to all algorithms. Any algorithm, whether or not it processes personal data, must be loyal to its users, not only as consumers, but also as citizens. Rhetorical questions: can we speak of „ethics of algorithms“ and how to apprehend these humanized robots?

საკონსტიტუციო სასამართლოს გადაწყვეტილების ეფექტურობის გაზრდის პროცესუალური ინსტრუმენტები

According to the legislation of Georgia, invalidation of the legal act by the Constitutional Court doesn`t result invalidation of judgments made on its bases and only causes suspension of their execution. Similar solution significantly decreases the role of the Constitutional Court in the process of human rights` protection. The situation may partially be improved by the way of lodging constitutional submission by the common court (which causes suspension of litigation until delivering judgment by the Constitutional Court) or suspension of impugned act by the Constitutional Court directly.

Present article will discuss the possible outcomes of the decision of the Constitutional Court and their compliance with the needs of the plaintiffs, as well as the right to fair trial. Special attention will be paid to the legal grounds and case law related to preparation of constitutional submissions and suspension of the impugned act, also relevant gaps and the ways of their solution.

In Stoppard’s play Rosencrantz and Guildenstern Are Dead the Renaissance spirit of Hamlet is substituted by the postmodern spirit. The world view reflected in the play clearly suggests that, for postmodernism, there is no objective truth. Instead, the postmodern world offers a virtual reality. Such a world completely rejects Hamlet’s high humanistic values. There is no place for Hamlet in the postmodern world, because Shakespeare’s minor characters, Rosencrantz and Guildenstern have become protagonists. This is a typical postmodern manoeuvre reflecting an equal attitude towards high and low values. Postmodernism has no sense of what is high and what is low. Hamlet and Rosencrantz/Guildenstern are on the same level, since hierarchy no longer exists. Everything is levelled, everything is made equal. As a result, there is no sense of man’s spiritual decadence, because postmodernism cannot understand what it means to fall spiritually. Since postmodern man is deaf to Prince Hamlet’s moral words, the speech is given to such nonentities as Rosencrantz and Guildenstern. Hamlet’s high humanistic ideals are as dead in the postmodern world as Rosencrantz and Guildenstern are dead. The truth – and justice-seeking Hamlet is no longer needed, as truth and justice have no objective existence according to postmodern view. They are only artificial and conventional creations, subject to change at any time and place. In such an attitudinal environment, people, like Rosencrantz and Guildenstern, become puppets of external forces.

The career management is very crucial in the modern educational and labor market. In Georgia, the young people choose a profession under the influence of others, which has the negative impact on their future employment. Career consulting gathers the people from several professions, in particular, a psychologist, a sociologist, a teacher and an employer, who will guide the young people to choose the appropriate profession, which further determines the development of their skills and the growth of employment. The paper emphasizes the importance of a career management center, which should be established based on the foreign best practices. The center should be staffed with the qualified career consultants. Their qualifications even require the extensive and specific knowledge. The activity of a career specialist consists of several functions, these are: a) the role of a psychologist; B) the role of a teacher; C) the role of a labor market surveyor. In the process of profession and career planning, a psychologist helps students individually and/or in groups to find out who they are, what they like and what they do best; to learn about their own metacognitive skills; to explore their own behavioral patterns; to make a psychological assessment of themselves; and to make a decision about the profession they want.

The rituals performed by the fire: narrations, singing or dancing were the visual- verbal expressing forms. This was the distance of the open space and of the portrayal picture vision as well mobilization of the spectator on the center of the light (fire) in darkness, which consolidated emotions of the spectator and listener.

It was exactly the same that would be happening in the cinemas since centuries. Thus, during the age’s rituals, collective walking to the churches was replaced by attending cinema theatres and clubs in the twentieth century’s communism epoch. Fire, as a universal mean of reincarnation was replaced by cinema in the twentieth century.

In the twenties of the twentieth century the fire mythologemes in the interaction of the cinema and the text were very well exposed not only in the works of Georgian futurists, but also in the creations of some proletarian writers that were carried away by futurism.

The novel, „Chewing Dawns: Sugar Free“ is the first novel by a modern Georgian writer Zura Jishkariani. The novel was published in 2018 and became success start for the writer.

The plot of the novel is developed against the background of the ongoing social and political events in Georgia and occasionally global political processes also come into the context. The author`s reflection of national and worldly realities is represented by the following sentence: „The reality was destroying long ago and every day the chaos leaks through its holes“. Therefore, there is a danger of cancelling this reality line what automatically means ending of our world. The characters of the novel discuss two options – the first is to keep the reality (i.e. time) in this exiting shape and protect it from the gods’ attacks and the second one is related to the reformation vision – we must encourage and transform the time itself.

The goal of the present paper is to study how National Time, Teleological time and Absolute time are represented and interconnected. We will discuss options to reconstruct the existing National time or create/generate a new time. The inter relationships of Personal, National and Worldly realities within human consciousness and ways of reflecting on time
are also discussed.

ირანის მძევლების კრიზისი

The invasion of Iranian students in the USA embassy, as Ayatollah Khomeini called it „the second revolution“, has become a conditioning factor of foreign policy of some countries towards post-revolutionary Iran.

The crisis of hostage according to its development has become a national failure of Americans in the near East, but for the Iranians it is a national holiday even today. Without realizing this fact, it is impossible to understand relationships between Iran and the USA and the tension between them.

In one hand the goal of our article was to Analise the dynamics all of these events, that caused hostage -taking of USA citizens by Iranian students and then get them free, also to discuss about the strategies that was used by American authorities to free the hostages. In one hand the crisis of hostages is a sign of terrorism, and on the other hand it is a symbol of releasing from imperialistic claws of America. Some of the researchers thinks that this fact was a failure of American military and foreign policy in the near East, but for some researchers it was simply a good experience, which influenced on developing of USA foreign policy positively. In the sources which we explored (see bibliography) the dynamic of crisis and the ways of eliminating it are often represented differently. We decided to reconciliate these sources and by analyzing them to represent historical reality with its causes and consequences.
